Then when I try to connect again it will say " Requesting [2 or 19] Lua files then get stuck. It will never load on Requesting Lua files and will very rarely load on Starting Lua. And even if I do manage to connect to the server, I will instantly time out at spawn then lose connection to the server after the timer ends.

Try making a post here. Edit: I'm seeing a few people with similar issues posting there, but the ones I saw barely give any info and you have lots, so you might get a response. They don't well tolerate people who don't make descriptive posts. Got it, I went ahead and joining discord gmod server where they help people with problems, I tried pretty much everything with them till they gave up. They said it is most likely a game issue with the latest update and can not be fixed, though that isn't gonna stop me from trying.
